How to Scan Documents with Your Phone and Submit One PDF
Told to “scan your documents and submit a PDF” but you don’t own a scanner? Your phone camera is all you need.
Government offices, schools and workplaces often ask for a “scanned PDF.” But even without a scanner, turning photos from your phone into a PDF does the job — and you can bundle several pages into one file, in order.
Step 1. How to shoot it well
- In good light, shoot straight down so the whole document fits the frame
- Put the paper on a dark surface so its edges stand out from the background
- Don’t stand with a light behind you, or you’ll cast a shadow
Step 2. Turn the photos into a PDF
Drop the photos into the Image to PDF converter, order them, and make the PDF. Files aren’t uploaded to a server — they’re processed in your browser, so even documents with personal info stay private.
- Drag in the document photos (JPG or PNG)
- Use the arrow buttons to set the page order
- Keep the page size at A4 and press “Create PDF” to download

Step 3. If you must merge with an existing PDF

If you shot it on an iPhone (HEIC)
Photos taken with default iPhone settings are HEIC, which the converter may not recognize. Convert them first with the HEIC to JPG converter, then make the PDF. Going forward, set iPhone “Settings → Camera → Formats → Most Compatible” to shoot JPG from the start.

- The file is too large. That’s from high-resolution photos. Shrink them first with the image compressor, then make the PDF.
- Is the text readable? Made at A4, it’s clear to print or read. Over-compressing can smudge small text, so avoid heavy compression for documents.
- Is it safe? Everything runs in your browser; files are never sent to a server.
